Since independence the health care system of Uzbekistan has undergone significant changes . Preserving and strengthening the health of its population is harmoniously developed , physically healthy and spiritually mature have been among the Government ’ s priority tasks . Instead of the old expensive system , consisting of 5 levels there was created the new , mobile and modern system , consisting of Rural Doctors ’ Stations and District Medical Associations . There are constructed medical facilities at the regional centers , specialized on providing services to adults and children , protecting motherhood and childhood . As a result of the consistent implementation of measures for the reform of the healthcare system in the Republic , a unified organizational structure has been created for the provision of medical help to the population at all levels – from rural medical facilities for primary medical assistance , district ( city ) medical associations and regional multidisciplinary medical centres to specialized national medical centres that provide complex high-tech medical services . Spending on health care over the years of independence has grown 3.6 times and comprises nearly 4 % of GDP and over 15.7 % of the State Budget . As a result of the measures that have been implemented , the average life expectancy from has grown from 67 to 73.5 years and mother and child deaths have reduced 3.1 and 3.2 times respectively compared to 1990 . The general level of incidence of disease in the population has lowered significantly , with a particular reduction in cases of hepatitis , tuberculosis and various infectious diseases . Within the frameworks of the concept “ Healthy Mother – Healthy Child ”, women and children have been undergoing medical examination and they have been extensively engaged in sports . As a result of these gracious endeavors , birth of children with congenital pathologies has decreased 1.3 times . Morbidity with acute infections among children aged 6-15 has declined by 34.4 %, with pneumonia by 49.7 %, with bronchitis by 32.8 %, and scoliosis by 32.7 %. Today , 92 % of Uzbek children meet the World Health Organization ’ s child growth standards . According to the ratings of the Save the Children Organization , Uzbekistan ranks among the top 10 countries in the world for children ’ s health care . Currently one can see the level of development of the national health care system on the example of the newly organized system : Scientific Center of Emergency Health Care .
