and in other legal regulations stipulate the rights of
civil society institutions, mahallas to perform social
control in such spheres as environmental protection,
education, healthcare, social protection of the population, consumer right protection, social-economic
rights protection of the population and etc.
“Mahalla Foundation” was established In Uzbekistan
reflected in the formation of healthy family and the
implementation of targeted program “Healthy mother
- healthy child”, the distribution of aid, employment,
and the promotion of family business. Family business
is getting one of the sources of national middle class.
Mahallas are working closely with departments and
agencies of the pension, social security and healthcare in matters of social support for the elderly,
pensioners and veterans.
Mahalla today serves an effective tool for the
strengthening of political stability and social justice, which continues to play an irreplaceable role
in the life of Uzbekistan.
The value of Mahalla in ensuring the unity and
cohesion of the people living on its territory, promoting the ideas of interethnic and interreligious
harmony, the education of the young generation
in the spirit of national and universal values had
been increased. To this end, each mahalla hold
photo exhibition, folk crafts, cooking, concerts, folklore-ethnographic, modern songs and dances performed by artistic groups, young talents, etc. On these
issues self-government institutions work closely
with the International Cultural Centre, numerous
national cultural centers nationwide.
At very this period of Independence of Uzbekistan,
a solid base of legal framework of involving Mahalla
to social control had been established. Currently in
in 1992 with aim to assist in progressing of mahallas
in social, economic and cultural spheres amidst the
market economy conditions, responding to the needs
and quarries of the population and furthering amenities and landscaping. A special channel “Mahalla”
is functioning in Uzbek TV, which covers all the
spheres of the life of self-government bodies.
Self-governance within Mahallas creates conditions
for societal democratization. Societal democratization’s foundation resides in the existence of a healthy
civil society. The supreme meaning of genuine
democracy is the harmonization of intra-personal,
intra-national, state, and public- political relations
where an individual, society, and the state authority
coexist in peace and concord. There are three fundamental units of civil society: the community, the
individual and the authority.
Today’s mahallas one can call as the school self-governing, school of democracy.
