Analysis of High-Performing Districts To investigate why students in these five districts are making significant progress, SCORE conducted case studies of each district. For each case study, SCORE interviewed the district superintendent and several other education and community leaders, such as the school board chairman or chamber of commerce president. In order to see the difference between high- and low-performing districts, SCORE also talked with leaders of one district that made the least progress in student achievement in each quintile.iv iv The names of these low-performing districts will be kept anonymous.
