The Waters opened in June 2016 after 18 months of development and features 106 Senior Living and 30 Memory Care apartments . Jessen says , “ While we were in the development phase , we saw market demand for Independent Living senior housing , but after we were open for a few months , we started to get feedback from the local community – that they were looking for something slightly different than we had originally offered . We took a few months to evaluate what White Bear Lake and the other northwest metro areas are really seeking , and believe we have an exciting solution .”

The Waters now offers healthcare and hospitality services to all residents within the building and has restructured the monthly rental pricing to include a variety of added amenities : bi-weekly light housekeeping ; cable TV ; community Wi-Fi ; scheduled transportation ; and , a $ 275 food and beverage allowance at the Waters Restaurant / Café / Pub .
