This non-competitive , athletic event is open to qualified family members of active duty and retired personnel , as well as civilians in the DC / Virginia area . To qualify , athletes need to be three years old and older , with either a diagnosed intellectual or developmental disability , or enrolled in the EFMP . In the event of rain , event will take place at Barber Physical Activity Center .
