Evidence-based Policies in Morocco

As part of the program on the institutionalization of gender equality in the public administration, the Ministry of Civil Service and Modernization of Administration (MFPMA) launched, on International Women’s Day, the online Observatory for gender mainstreaming in public service- a public, ongoing monitoring tool of women’s status and representation in public service through updated sex-desegregated data and an inventory of available resources and a public discussion forum. UN Women has also supported MFPMA in developing a full-fledged strategy to institutionalize gender equality in public service and improve women’s status in leadership positions. The strategy was launched by MFPMA and UN Women in May. Currently, 35% of the public service workforce are women, but only 10% are women at the managers’ level, only 4% are women at the level of “inspector general”, and only 11% serve at the level of secretary general.

Also in Morocco, UN Women has concluded and presented a new study that identifies policy gaps leading to discrimination against women in the welfare system in terms of women’s ability to benefit from social protection services. The study found a connection between women’s employment and their access to such services. It also partially traced back inequality in these fields to the unequal distribution of care work, responsibilities and power within the household between men and women.
