City Council Discusses Main Street Expansion Ciara O ’ Reilly , Martensville Messenger

In December of 2015 during a city council meeting , members of administration provided a number of options for the development of Main Street East of 10th Avenue . The option for traffic circles affecting intersections Main Street and 16th Avenue and Main Street and 10th Avenue have since been further discussed . Council provided administration with the direction to proceed with a detailed cost estimate and further engineering of the full median option with traffic circles .
During January ’ s city council meeting , council directed administration to apply for the New Build Canada Fund ( NBCF ) grant program through the Provincial Territorial Infrastructure Component ( PTIC ). Given the application approval , the total cost for the project would be shared by the City of Martensville and the Federal and Provincial governments , each sharing one-third of the costs . The latest financial estimate for the project is sitting at $ 4.3 million . This includes stubbing irrigation lines , water mains , storm sewers , and landscaping .
This developmental option would thusly provide Main Street and 16th Avenue with a traffic circle in the future . The delay in construction all comes down to the insufficient section of incomplete roadway east of 16th Avenue . Traffic volumes largely warrant the construction process . The delay in construction for the traffic circle in that area is due to the transition zone from a rural granular cross section road , to an urban paved cross section road . The design concept for the full median traffic circles offers the advantage of the turning movements into both of the development areas and includes traffic circle intersection control treatments at 10th Avenue and Main Street as well as 16th Avenue and Main Street . Overall , this design offers the safest corridor and additionally has the simplest and lowest operating and maintenance implications . “ We are proposing a speed limit around 50-60 km for the completed area ,” stated Joe Doxey , Director of Infrastructure & Planning . Engineering is expected to be completed along with the tendering of the project towards the end of the month of February , 2017 .
Administration are bringing this topic of discussion back to City Council in order to be reviewed , updated , and directed in terms of the treatments desired for the boulevards of the island prior to tendering . “ The landscaping in the centre of the traffic circles will bare similarity to the circles located in the Stonebridge area ,” said Doxey . “ We are still looking at approximately 5-10 years until we see the traffic circles constructed . Until that time , residents can be prepared to see left turn intersections put in place in the future .”
