Long Range Plan
The Lake County Division of Transportation initiated the development of the Year 2020 Transportation Priority Plan in the late summer
of 2000. The Division’s planning process began at the point where the Lake County Transportation Improvement Project (LCTIP) process finalized
two recommended networks of state improvements for traffic needs in central Lake County: The IL-53 freeway/tollway finalist and the IL-83/US-45
with US-12 finalist. The Division proceeded, employing a building block approach based on the LCTIP studies, by adding improvements to progressive layers of hierarchy in the roadway system (baseline improvements, strategic regional arterials, other state highways, county highways, and
