ROW – The acquisition of necessary rights-of-way and easements. In projects involving federal funds, formal negotiations with property
owners may not begin until Phase I engineering approval is given by IDOT.
Phase II – Translates the Phase I engineering report into contract plans, specifications and cost estimates for land acquisition and construction as well as execution of local-state joint project agreements.
Phase III – Includes the construction of the project and the associated construction engineering activities such as surveys, staking, inspections, materials testing, checking shop drawings, supervision of contractors, field adjustments and plan revisions, record keeping and
documentation, and payments to contractors.
