The City operates within a twotier municipal structure which means there are two levels of government providing services to the community – a local municipality and a regional municipality. York Region, the higher level of government, is made up of urban and rural municipalities: Aurora, East Gwillimbury, Georgina, King, Markham, Newmarket, Richmond Hill, Vaughan and Whitchurch-Stouffville. Vaughan Council The City of Vaughan has eight elected Councillors who along with the Mayor make up Vaughan’s Council. Decisions for Vaughan are made at Council meetings and through a series of committees that are created at the beginning of each election term. The purpose of Council is to consider the community's well-being and interests when making policy decisions about essential services and programs. Councillors also deal directly with constituents by responding to their inquiries or concerns. Staff play an important role in developing, supporting, informing and implementing the decisions of Council and all its committees. Vaughan Council has four representatives on Regional Council: Mayor Maurizio Bevilacqua, Deputy Mayor and Regional Councillor Michael Di Biase, Regional Councillor Mario Ferri and Regional Councillor Gino Rosati. There are five ward Councillors: Ward 1 Councillor Marilyn Iafrate, Ward 2 Councillor Tony Carella, Ward 3 Councillor Rosanna DeFrancesca, Ward 4 Councillor Sandra Yeung Racco and Ward 5 Councillor Alan Shefman. York Regional Council has 21 members that are elected in what is known as a “double direct” form of election. This means that those elected as Mayor or Regional Councillor for a local municipality also earn a seat on both Local Council and Regional Council for four years. The Chair of Regional Council is elected by Regional Council members at the first meeting of the term and also serves for a four-year term. Council sets policies, direction and budgets for York Region. Most of Council's work is done through the Committee of the Whole. During these meetings, members receive public input, review policies and consider staff reports before making recommendations to Regional Council.
