Tom Tyler , Macklin Fleming Professor of Psychology at Yale Law School and a leading academic researcher of procedural justice concepts , served as the keynote speaker . United States Attorney for the Northern District of Texas John Parker addressed the audience on key topics related to collaborative reform and consent decrees . This event was well attended by city managers , attorneys , and area police chiefs .
