Financial, Administrative, and Infrastructure Efforts The Central Purchasing unit within the agency managed 527 Team Georgia Marketplace (TGM) users with a total marketplace expenditure of $425,490,367. Additionally, they provided leadership and technical support in the management of 757 agency contracts with the expenditure of $386,980,275 and served as the subject matter expert and liaison for Statewide contracts (SWC) with an expenditure of $17,824,495. The Purchasing Card Administrator provided training and guidance to 336 Purchasing cardholders with expenditures of $11,912,540.01. Energy, Improvement and Renovations In FY 2015, the agency began construction phase into a new energy savings performance contract, renovations to existing facilities, and modular installations. The list of projects completed during this fiscal year is as follows: • The construction phase of the $28,500,000 NORESCO Guaranteed Energy Savings Performance Contract was initiated at five GDC facilities. The project will be ongoing over the next two years and will provide a necessary avenue for the agency to replace much needed infrastructure components critical to the mission and operations of several state prisons • Phase 2 of renovations of Diagnostics Center at Georgia Diagnostic and Classification Prison in Jackson were completed. This project will optimize intake processing, diagnostic screening, testing, and transportation functions to meet current and projected demands. Approximately 32,000 square feet of building area are included in this construction and renovation. Total project completion February 2016. • Completed numerous mechanical, electrical, and plumbing improvements at multiple facilities, to include repair and replacement of failing critical equipment infrastructure components such as boilers, cooling towers, emergency generators, and heating water loop systems. • Completed roofing repair and replacement projects at Emanuel Probation Detention Center, Dublin Probation Office and Day Reporting Center, Whitworth Women’s Facility, Calhoun and Phillips State Prisons, thus resolving leaks and other related problems due to aging and deteriorated roof assemblies. • Completed major wastewater treatment plant improvements and sanitary sewer collection system rehabilitation projects. Also, completed additional wastewater improvement projects including sewage lift stations and screening structure upgrades. Completed critical sewer inflow and infiltration study at Lee Arrendale State Prison, which helps identify the need for critical collection system repairs. • Completed modular building installations to house ongoing and expanding offender education initiatives at Burruss CTC, Bleckley and Paulding Residential Substance Abuse Treatment Centers, and Dodge and Lee State Prisons. • Initiated the construction phase of the remodel and conversion of the Dalton Diversion Center.
