This 2015 Annual Report details the efforts and accomplishments of an
engaged and enthusiastic AGC San Diego Membership, and I am honored
to have been the President in 2015. We have had a successful year, thanks
to the leadership of our Board of Directors, and the participation of the
members. Here is a look at some of the highlights:
Construction Leadership. Young professionals continue to excel in the
construction industry, and are increasingly taking on leadership positions.
AGC’s Construction Leadership Council (CLC), and the Construction
Education and Training Committee help foster the next generation of
industry professionals. The J.R. Filanc Construction and Engineering
Management Program (CEM) at San Diego State University, is one of the
best CEM programs in the country, and the annual gala raised $230,000 to support the students and
faculty. Five CEM teams participated in the Associated Schools of Construction “Reno” Competition,
where two teams placed first and one team placed third.
Safety. On July 25, AGC San Diego opened a new state-of-the-art Fall Protection and Confined Spaces
Training Campus. Safety and education are top priorities for AGC, and this significant investment is
for the safety of the construction industry’s most vital asset...the workforce that builds the region’s
infrastructure.

PRESIDENT
Dear AGC San Diego Members:
Standardization. AGC endorsed the use of ConsensusDocs, a secure web-based program that provides
instant access to over 100 industry-accepted standard form contracts. Allocation of risk during a
construction project and having a timely conflict resolution path enables contractors and owners to
better understand their roles, responsibilities and liabilities before signing a contract. We hope to see
industrywide adoption of ConsensusDocs.
Political Action. The Political Action Committee (PAC) was re-structured to more effectively raise the
necessary funds to elect pro-economic development candidates, and to pass infrastructure-funding
measures. The PAC member yearly financial commitment will generate enough funds for the AGC to
remain the “voice of the construction industry.”
Coalition Building. AGC continued to create successful alliances with several organizations at the
local, state, and national levels. We asked Governor Brown to veto a bill, which would have made it
more difficult to build development projects in the City of San Diego. Congress passed a long-term
federal transportation bill. AGC members were “called into action” to write to the Governor and their
Congressional Representatives, respectively.
AGC Staff Transition. AGC’s Board of Directors was tasked early in the year to find a replacement for
AGC’s Chief Executive Officer, Jim Ryan, who retired on December 31, 2015. Jim will continue with the
AGC on a consulting basis through 2017, specifically handling labor relations and compliance. After a
thorough search of candidates, Eddie Sprecco was selected as the CEO effective January 1, 2016.
Member Engagement. Over 800 members volunteered in AGC’s 20 committees and four councils.
Participation does make a difference, and that is what makes AGC a success!
