Why Do We
Have a General
Plan?
In Arizona, every
city and county is
required to prepare
and maintain a
Peoria
general plan.
A general plan is
designed to serve as the
jurisdiction’s “blueprint” for future
decisions concerning land use and
resource management.
Arizona State Law –
Arizona Revised Statutes
Arizona Revised Statutes, Title 9,
Chapter 4, Article 6 requires that
communities update their general
plan every 10 years. For cities over
50,000 population, such as Peoria,
the state requires the general plan to
cover a minimum of 17 General Plan
Elements.
What is a General Plan?
The General Plan (the Plan) is designed as a framework for guiding future development,
redevelopment, and community enhancement in Peoria over the next 10-20 years, and beyond.
The purpose of the Plan is to establish a community vision, along with achievable goals, policies,
and realistic implementation strategies. Two key points to remember about the General Plan are
that it is comprehensive and long-range.
Comprehensive.
A general plan covers a wide range of social, economic,
infrastructure, and natural resource topics, such as land use, housing, circulation, utilities, public
services, recreation, natural resources, and many other topics.
Long-Range.
General plans provide guidance reaching 20 or more years into the future.
To reach the envisioned future, the General Plan includes goals, policies, and actions that address
both immediate and long-term needs.
The graphic below illustrates the General Plan in comparison to other planning tools. The
General Plan is a broad policy document that serves as the foundation for the other planning
tools, which get more specific and regulatory as you move up the steps. All plans and zoning
decisions must be consistent with the City’s General Plan.
An Element is a specific topic in the
general plan that discusses relevant
planning issues. The 17 Elements
required by state law are described
in more detail on page 3 of this
document. To enhance the readability
and implementation of the General
Plan, some of the elements have been
combined into compatible topics
called themes. In addition, the City
of Peoria has elected to augment the
Plan by adding Optional Elements.
The Optional Elements are noted with
an asterisk (*) on page 3.
