A Northeast Iowa Community College
administrator and two members of the
board of trustees presented on the success
of the college’s Interest Based Bargaining
process at a national
conference.
Julie Huiskamp,
Ph.D., executive director of human resources, and trustees
John Rothlisberger,
of Fredericksburg,
and David Schueller,
of Peosta, presented “Achieve New Heights
with IBB” at the Association of Community College Trustees
Leadership Conference. The conference
was held in San Diego, CA, and the NICC
leaders presented on

NICC implemented
its Interest Based

beginning with negotiations in 20132014. The process replaced traditional bargaining and instead focuses on equal status
between bargaining units and the administration, and interests that are broadly
based and best serve
all students at the
college.
The Dubuque Area
Labor-Management
Council (DALMC) has
recognized administrators, NICC, the
Higher Education Association (HEA) that
represents faculty, and the Support Staff

support staff members.
The DALMC honors include: Huiskamp,
with the Great Job Honor Roll Recognition
in 2012; NICC, NICC-HEA, and NICC-SSA
with the Labor-Management Partnership
Award in 2013; and NICC President Liang
Chee Wee, Ph.D. with the Bob Bennett

Dubuque County 2015 Iowa Hall of Fame Inductee
Marilyn Collins Lawler of Dubuque County was inducted into the 2015 Iowa 4-H Hall of
Fame during a ceremony at the 4-H Exhibits Building at the Iowa State Fair on Sunday,
August 23. Inductees, recognized for their outstanding service and dedication to the
4-H program, were presented a certificate by the Iowa 4-H Foundation as they were
introduced on stage and honored at a reception that followed the ceremony.
Marilyn grew up on a farm in Jackson County and was
a member of the Otter Creek Starlets 4-H Club for ten
years. She held every office throughout that membership. As a 4-H-er her favorite memories were of talks,
demonstrations, club Christmas parties, and camps, but
mostly, the creativity that 4-H sparked. She attended
the County Fair, day camps at Bellevue State Park,
annual Rally Nights, Conservation Camp, Leadership
Conference, and was involved in the exchange program
with 4-H-ers from Canada. Her fair exhibits included
sewing, Swedish weaving, foods, art, and restorations
of the mailbox and picnic tables at home.
The activities and skills she developed as a youth continued when her three children
actively participated in the Table Mound Express 4-H Club, where she was a project
leader in Food and Nutrition. Marilyn was involved with local achievement shows,
demonstrations, camps at Swiss Valley, photography and baking workshops, as well as
assisting the leaders and club members however needed.
Marilyn was inducted into the Dubuque County 4-H Hall of Fame in 2004 at the fall
4-H Awards Banquet.
